\nPhil Susmann is the President of Norwich University Applied Research Institutes (NUARI). Phil has led NUARI’s effort to develop tactics, tools, and processes for critical infrastructure and organizations to prepare, respond, and recover from Cyber events. NUARI developed the DECIDE\u00ae cyber wargaming platform and exercise management tool in cooperation with the Department of Homeland Security Science and Technology and the Finance Industry, creating the Quantum Dawn exercises. Phil has been a part of developing the Vermont Army National Guard Information Operations Schoolhouse and the Vermont Air National Guard 229th Cyber Operations Squadron. He has also been involved in developing Cyber Exercise tools, training developments in mobile and virtual laboratories, and, more recently, the Security Situation Center: a cyber threat hunting and security program and platform that trains through engagement with a live data security center. In December 2022, Phil was appointed by Vermont Governor Phil Scott to the State\u2019s new Artificial Intelligence Advisory Council. For the last five years, she has been the cyber lead for two NATO Science and Technology projects focused on energy and cyber resilience. \nOtakar Hor\u00e1k works as a researcher in the law branch of the NATO Cooperative Cyber Defence Centre of Excellence. In his current position, he participates in various activities of the CCDCOE and is the course director of the International Law of Cyber Operations Course. The course helps its attendees navigate the complex area of international law in cyberspace and promotes the understanding of the states\u00b4 legal responsibility in peacetime as well as during armed conflict. He is also the scenario editor of the flagship project of the Centre: The Cyber Law Toolkit. Otakar is seconded to the CCDCOE as a subject matter expert from the National Cyber and Information Security Agency of the Czech Republic. He was part of this agency since its inception in 2017, and in his capacity as the lead in the law unit, he dealt with a variety of issues of cyberspace. Namely the application of the cybersecurity act on a national level, which implements the regulation of the European Union and has the goal of unifying the legal framework of European countries for critical and essential information infrastructure. Other topics he was involved with included the European cybersecurity certification scheme, legal aspects of the protection of classified information in information systems, and the issuance of access to the public regulated service of the Galileo programme. \nLt. Col. Andrea Console joined the Italian Air Force in 1995. Driven by a passion for space, Lt. Col. Console pursued a Second Level Master\u2019s degree in Space Systems in 2011, transitioning into the space sector. He initially worked within the space division of the national military procurement agency, contributing to the development of major Italian space programs for military and dual-use purposes.<\/p>\nIn 2015, Lt. Col. Console was appointed as a Space Subject Matter Expert at the NATO Joint Air Power Competence Centre in Germany. \nDr. So Jeong KIM is a senior research fellow of Institute for the National Security Strategy. She leaded the Emerging Security Team of INSS in 2023. She is also an adjunct research fellow of Center for Strategic and International Studies in the U.S She is currently an advisor in the science and technology field of the Ministry of Foreign Affairs and an advisor to the Korea-U.S. Cyber Security Working Group. Before joining INSS, she worked at the NSR(National Security Research Institute) from 2004 to Feb. of 2022 as team lead.
\nSince joining NSR in 2004, she led the cybersecurity policy team and provides recommendations on cybersecurity policy and regulatory issues. She was involved in drafting South Korea\u2019s National Cyber Security Strategy, published in April 2019, the 4th and 5th UN Information Security Group of Governmental Experts as an adviser, and the MERIDIAN process as an adviser and organizer.

Having first joined the Army in 1983 his service spans over 40 years and in recognition of this experience, he received an MBE in Her Majesty the Queen\u2019s New Year\u2019s Honours List in 2022 for “”Services to the UK Cyber Ecosystem\u201d.
\nDr John was awarded an Honorary Doctorate by the University of South Wales for his “”services to cyber research and education””. In addition to this, he is also currently researching a second PhD at the Department of War Studies in King\u2019s College London. The title of his dissertation is \u201cTactical Cyber Power Projection\u201d under the supervision of Prof Michael Goodman, Professor of Intelligence and International Affairs at King\u2019s College and Professor David Gioe, Visiting Professor of Intelligence and International Security from the US Military Academy at West Point, a History Fellow for the US Army Cyber Institute.
\nHe is Co-Founder and Chair of the Cyber Wales ecosystem of cyber clusters, and the Vice Chair of UKC3 (the Government funded UK Cyber Cluster Collaboration group) assisting cyber clusters all over the UK.
