He has conducted research on the politics and diplomacy of cyberspace; critical infrastructure protection; propaganda and disinformation; counterterrorism; and cybersecurity funded by the National Science Foundation, Department of Defense, Deloitte, Microsoft, AT&T, and the U.S. Intelligence Community. He has served as both a Foreign Service Officer and Senior Advisor at the U.S. Department of State.

    LTC Jason C. Brown is a research scientist and assistant professor at the Army Cyber Institute at West Point. He teaches risk management, organizational security, and systems-based decision making. As a futurist, he studies emerging threats, technological and social trends, and responses to those threats. He also leads a research division investigating cyber law, policy, and strategy issues on behalf of Army and other defense stakeholders. LTC Brown has worked within the intelligence, information operations, and cyber career fields. He has authored technical reports on the future of extremism, information warfare, cyber enabled financial crimes, microtargeting, and Chinese soft power.

    Phil Susmann is the President of Norwich University Applied Research Institutes (NUARI). Phil has led NUARI’s effort to develop tactics, tools, and processes for critical infrastructure and organizations to prepare, respond, and recover from Cyber events. NUARI developed the DECIDE® cyber wargaming platform and exercise management tool in cooperation with the Department of Homeland Security Science and Technology and the Finance Industry, creating the Quantum Dawn exercises. Phil has been a part of developing the Vermont Army National Guard Information Operations Schoolhouse and the Vermont Air National Guard 229th Cyber Operations Squadron. He has also been involved in developing Cyber Exercise tools, training developments in mobile and virtual laboratories, and, more recently, the Security Situation Center: a cyber threat hunting and security program and platform that trains through engagement with a live data security center. In December 2022, Phil was appointed by Vermont Governor Phil Scott to the State’s new Artificial Intelligence Advisory Council. He has his BS from Norwich University and an MBA from Clarkson University.

    Dr. Sarah Lohmann is Full-Time Teaching Faculty at the University of Washington Information School and a Visiting Researcher at the Army Cyber Institute at the West Point U.S. Military Academy. Her current research focus is on the protection of Smart and energy critical infrastructure from cyber threats. For the last five years, she has been the cyber lead for two NATO Science and Technology projects focused on energy and cyber resilience. She is an editor and contributing author of three recent books: What Ukraine Taught NATO about Hybrid Warfare (2022), Countering Terrorism on Tomorrow’s Battlefield (2022), and Emerging Technologies and Terrorism: An American Perspective (2024). She is also a coauthor of a book on Artificial Intelligence and Large Language Models due to be published later this month. Previously, she started and led the cyber program at Johns Hopkins University’s American German Institute, where she is a Non-Resident Fellow. She is on the Advisory Board of the Maritime Cybersecurity Centre of Excellence and on the Editorial Board of the defense journal Parameters.

She was a political advisor in the European Parliament working on inter alia, the first iteration of the NIS Directive and the GDPR. Following this, she was Cyber attaché at the British Embassy in Copenhagen and then Senior Research Analyst for Cyber and Emerging Technology at the Foreign, Commonwealth and Development Office. She then was Principal Advisor for Cyber Defence at the Ministry for European and Foreign Affairs in Luxembourg. She is currently the Senior National Representative for Luxembourg at the CCDCOE.

    Otakar Horák works as a researcher in the law branch of the NATO Cooperative Cyber Defence Centre of Excellence. In his current position, he participates in various activities of the CCDCOE and is the course director of the International Law of Cyber Operations Course. The course helps its attendees navigate the complex area of international law in cyberspace and promotes the understanding of the states´ legal responsibility in peacetime as well as during armed conflict. He is also the scenario editor of the flagship project of the Centre: The Cyber Law Toolkit. Otakar is seconded to the CCDCOE as a subject matter expert from the National Cyber and Information Security Agency of the Czech Republic. He was part of this agency since its inception in 2017, and in his capacity as the lead in the law unit, he dealt with a variety of issues of cyberspace. Namely the application of the cybersecurity act on a national level, which implements the regulation of the European Union and has the goal of unifying the legal framework of European countries for critical and essential information infrastructure. Other topics he was involved with included the European cybersecurity certification scheme, legal aspects of the protection of classified information in information systems, and the issuance of access to the public regulated service of the Galileo programme. Before his work in the cybersecurity field, he worked at the Office for Protection of Competition after finishing his studies at Masaryk University in Brno.

He holds a PhD in Signal and Image Processing from the University of Lorraine in France. In his role, Gundars concentrates on projects that explore the diverse applications of artificial intelligence (AI) in strategic communications, analyzing the risks and opportunities presented by this technology from multiple perspectives, including those of defenders and malicious actors. He also oversees the content delivery of training courses, such as Online and Social Media Analytics and AI for Communicators.

    Lt. Col. Andrea Console joined the Italian Air Force in 1995. After earning a master’s degree in Electronic Engineering, he served in various telecommunications roles, including leading navaids and communication equipment maintenance sections, as well as designing and leading the installation of military local area networks. Driven by a passion for space, Lt. Col. Console pursued a Second Level Master’s degree in Space Systems in 2011, transitioning into the space sector. He initially worked within the space division of the national military procurement agency, contributing to the development of major Italian space programs for military and dual-use purposes.

    In 2015, Lt. Col. Console was appointed as a Space Subject Matter Expert at the NATO Joint Air Power Competence Centre in Germany. He returned to Italy in 2019 to lead the Policy and International Cooperation section of the Italian Defence Space Policy Office. Subsequently, he served as the Deputy Chief of the Policy and Innovation Branch.

    Since April 2024, Lt. Col. Console has been the Chief of Staff at the NATO Space Centre of Excellence in Toulouse, France, where he continues to contribute his extensive expertise in space systems and policy

    Dr. Cassandra Steer is Chair and founder of the Australian Centre for Space Governance. Globally recognised for her expertise in space governance, space law, and space security, she has published widely on these topics, including the application of the law of armed conflict and use of force in outer space. She has consulted on these issues to the UN Institute for Disarmament Research, the Australian, Canadian and U.S Departments of Defence, the Australian Space Agency and Australian Department of Foreign Affairs and Trade. She has taught space law and space security at McGill university, the ANU College of Law, the National Security College and the Australian Defence College.
    Dr Steer is multilingual, and has lived and worked in five countries, in a range of educational, non-profit and public institutions. She has degrees in philosophy, civil law, international law, international criminal law, and training in common law, comparative law and space law.
    Dr. Steer is co-founder of the Australian Space Diversity Alliance, a member of the Australian Space Agency’s Technical Advisory Group for Space Situational Awareness, a member of the Space Traffic Management Committee of the International Academy of Astronautics, and a member of the International Institute of Space Law.

    Dr. So Jeong KIM is a senior research fellow of Institute for the National Security Strategy. She leaded the Emerging Security Team of INSS in 2023. She is also an adjunct research fellow of Center for Strategic and International Studies in the U.S She is currently an advisor in the science and technology field of the Ministry of Foreign Affairs and an advisor to the Korea-U.S. Cyber Security Working Group. Before joining INSS, she worked at the NSR(National Security Research Institute) from 2004 to Feb. of 2022 as team lead.
    Since joining NSR in 2004, she led the cybersecurity policy team and provides recommendations on cybersecurity policy and regulatory issues. She was involved in drafting South Korea’s National Cyber Security Strategy, published in April 2019, the 4th and 5th UN Information Security Group of Governmental Experts as an adviser, and the MERIDIAN process as an adviser and organizer.
    Her main research area is various policy issues regarding national cybersecurity policy such as countering foreign malign information interference and hybrid threat, cybersecurity international norm setting processes, Critical Information Infrastructure Protection, national cybersecurity capacity evaluation methodology development, etc. Her recent paper is about the DPRK’s cyber threat, New Treaty between Russian and DPRK, an analysis on ROK’s new National Cybersecurity Strategy, and evaluation of cyberattack severity and proposing national response matrix.

    Col John Davies is a serving officer in the British Army, having previously served in UK Special Forces, and he is also an Honorary Colonel of a unit in the Royal Corps of Signals. Having first joined the Army in 1983 his service spans over 40 years and in recognition of this experience, he received an MBE in Her Majesty the Queen’s New Year’s Honours List in 2022 for “”Services to the UK Cyber Ecosystem”.
    Dr John was awarded an Honorary Doctorate by the University of South Wales for his “”services to cyber research and education””. In addition to this, he is also currently researching a second PhD at the Department of War Studies in King’s College London. The title of his dissertation is “Tactical Cyber Power Projection” under the supervision of Prof Michael Goodman, Professor of Intelligence and International Affairs at King’s College and Professor David Gioe, Visiting Professor of Intelligence and International Security from the US Military Academy at West Point, a History Fellow for the US Army Cyber Institute.
    He is Co-Founder and Chair of the Cyber Wales ecosystem of cyber clusters, and the Vice Chair of UKC3 (the Government funded UK Cyber Cluster Collaboration group) assisting cyber clusters all over the UK. He has worked with the Japan Cluster of Security Professionals in Tokyo for the last 6 years and was pivotal in the formation of the new Cyber Hiroshima Cluster which was formed at the time of the G7 Summit and UK-Japan Accords.

    Dr. Yisuo Tzeng currently works in the division of cybersecurity and decision-making simulation at the Institute for National Defense and Security Research (INDSR), a non-partisan research organization affiliated with Taiwan’s Ministry of National Defense. He also lectures at National Defense University and Tamkang University as an adjunct assistant professor. He holds a B.A. in finance from National Taiwan University and a Ph.D. in political science from the George Washington University in the United States. Dr. Tzeng has been tasked with research on Chinese influence campaign, digital resilience, cyber warfare, and AI in defense. His recent publications cover Taiwan defense reform as well as how Taiwan faced threats posed by China’s cyber, cognitive, electronic warfare and unmanned platforms. In addition to engaging with Track 1.5 Dialogues with IISS, RUSI, ASPI, and other European think tanks, Dr. Tzeng has been participating in or tackling wargame design of tabletop exercises regarding how Taiwan copes with grey zone threats posed by China with Taiwanese government agencies, think tanks in India and those from Washington D.C..

He holds a PhD in Management from the University of Rennes and an accreditation to supervise research. He was a researcher and lecturer at the Saint-Cyr Coëtquidan Military Academy, where he served as the director of the Specialized Master’s in Cyber Defense, a program aimed at specialized officers as well as public sector and major corporation executives. He also directed the research laboratory ‘Conflict Transformation.’ His research primarily focuses on irregular combat organizations, battlefield automation, and conflicts in digital spaces. He co-edited the following books: *Cyber Defense* (Paris, Armand Colin, 2nd edition, 2023) and *Hybrid Warfare* (Rennes, University Press of Rennes, forthcoming 2025).     Alexander Patton has a decade of experience as a critical national infrastructure (CNI) cyber security specialist and is registered as a Chartered Engineer with the UK’s Engineering Council.

    He became involved in the UK-Japan cyber partnership just before the signing of the Hiroshima Accord in 2023 and moved to Japan in 2024 to support knowledge sharing and international collaboration. Since then, he has authored papers for the Government of Japan giving guidance on active cyber defence and public-private partnership.

    Before coming to Japan, he served as the cyber security lead for major infrastructure engineering programmes in the UK and Australia, including the East Coast Digital Programme, London Underground Deep Tube Upgrade Programme, and the Queensland Train Manufacturing Program. During that time, he also led CNI cyber security research, including creation of industry-specific reference architectures and baseline security assessments. From 2022 to 2023, he authored cyber security guidance, including the UK’s official cyber security guidance on digital roads, and provided policy advice to the UK Government. In 2023, he led research that demonstrated cyber security vulnerabilities in safety-related critical systems and issued guidance to the vendor and operators.

    Alexander is a member of the IET, IRSE, the Japan Society (UK) and the Japan British Society (Kansai). He is also an organiser of the ASPECT 2025 engineering conference in Yokohama.
